IA360 Plan · AI Voucher

Get your company ready for the AI Voucher.

Spain's IA360 Plan includes a €600M voucher to help companies build artificial intelligence into their processes. It won't pay for licences: it will fund development, integration and data work. That's exactly what we do, with sovereign AI on our own infrastructure in Spain.

  • AI maturity assessment
  • Use case with measurable impact
  • Private AI on our own GPUs in Madrid
  • ENS (Medium) and ISO 27001 certified

What the IA360 Plan is

It's the Spanish Government's roadmap for a responsible deployment of artificial intelligence, presented in September 2026: 8 areas and 14 flagship projects across 2026 and 2027. It's a plan, not a law. These are the measures that matter most to a business.

Business AI voucher

€600M for around 25,000 companies. It will fund projects that build AI into real processes —development, integration, data, sector know-how, process redesign—, not simply buying licences.

NEURONA network

A territorial network of centres where companies will see AI working in their sector and test it with their own data before deploying it. First pilot with 100 SMEs before the end of 2026.

Cybersecurity shield

Stronger cybersecurity capabilities and a move to post-quantum cryptography, with a pilot in the financial sector planned for October 2026.

Data centre regulation

A royal decree setting criteria on energy use, water, land, resilience and data sovereignty for data centres.

What the AI Voucher will require, and how we cover it

The plan anticipates that every funded project will need a prior assessment, a defined use case and a follow-up measurement of impact. The rules aren't published yet; this is what we know so far.

01Maturity assessment
What the plan says
Every project will start from a prior AI maturity assessment.
How we solve it
We review processes, data and systems, and prioritise where AI actually pays off.
What you gain today
A map of opportunities that's useful with or without funding.
02Concrete use case
What the plan says
A use case must be defined: AI applied to a real process, not a generic tool.
How we solve it
We define it with you and validate it with a pilot on your own data.
What you gain today
Reaching the call with your project already scoped.
03Development, not licences
What the plan says
It will fund development, integration, data processing and process redesign; not simply buying licences.
How we solve it
We build and integrate: RAG assistants over your documents, OCR automation, agents connected to your ERP or CRM.
What you gain today
A project with its own added value, not just another subscription.
04European provider
What the plan says
Services will be delivered by European technology companies.
How we solve it
We're a Spanish company with our own network and datacenter in Madrid; the AI runs on our GPUs.
What you gain today
Your data never leaves Spain or goes through hyperscalers.
05Measurable impact
What the plan says
Productivity impact will have to be measured after deployment.
How we solve it
We set indicators before starting (time, errors, cost per operation) and measure the result after deployment.
What you gain today
Evidence to justify the investment and decide the next step.
06Compliance
What the plan says
The plan sits alongside the EU AI Act, which already applies generally.
How we solve it
We design in line with the AI Act and operate under ENS (Medium) and ISO 27001.
What you gain today
AI you can audit and explain.

The regulatory bases, amount per company and eligibility criteria of the AI Voucher are still to be published, and the final requirements may change.

Plan timeline

The milestones that tell you when to move. Dates as stated in the Government's document; they may change.

Already in force

EU AI Act

The AI Act already applies generally

Since 2 August 2026, independently of the plan. If you already use AI, it's time to inventory your systems, classify their risk and set an internal usage policy.

October 2026

Data centres · Cybersecurity

Data centre decree and post-quantum pilot

Energy, water, resilience and data-sovereignty criteria for data centres, and a post-quantum cryptography pilot with the financial sector.

End of 2026

NEURONA network

First pilot with 100 SMEs

In two regions, companies test AI solutions with their own data before deploying them.

H1 2027

AI Voucher

Regulatory design and controlled pilot

The voucher's rules are drafted and tested with a small group of companies. A good time to have your assessment done.

2027

NEURONA · Training

Ten regions and 5,000 companies

The network expands and a free AI literacy programme for all citizens gets under way.

Before end of 2027

AI Voucher

General €600M call

SMEs first, with the goal of reaching 25,000 companies.

2030

Goal

From 21.1% to 55% of companies using AI

The plan's target for companies with 10 or more employees.

FAQ

IA360 FAQ

The questions we get most about the plan and the AI Voucher.

Not yet. As of September 2026 there are no regulatory bases, no amount per company and no open call. The plan foresees a pilot in the first half of 2027 and the general call before the end of 2027. The sensible move now is to prepare your assessment and use case so you're ready in time.

We start with a maturity assessment and a concrete use case. It helps with the call and, above all, with your business.
